Taking the pulse of sanctions Q2 2020

The global economic sanctions landscape continued to evolve during the second quarter (Q2) of 2020. While COVID-19 did slow the introduction of new sanctions during the first half of Q2, regulation rebounded during the latter half of the quarter.

Key trends exhibited by major regulators included:

  1. Total changes to the OFAC list were up by 178% from the Q1 2020 changes count.
  2. OFAC and the EU saw greater regulatory convergence around country regimes, including Nicaragua and Venezuela, that are centered on human rights violation by government.
  3. The UN has been majorly inactive during this period in sanctions.
