The global sanctions landscape is more complex and challenging than ever before as regulatory scrutiny continues to rise. According to Accuity’s Sanctions Pulse infographic, major regulators (including OFAC, EU, UN) updated their sanctions lists 210 times in 2020, and sanctions violation fines issued by OFAC alone exceeded $1.3 billion in the past two years.
Compliance professionals from both financial institutions and non-financial institutions face significant sanctions-related challenges. They need to ensure that they have sanction compliance programs in place and these compliance programs are robust. Doing so will provide built-in mechanism to assess an entity’s compliance program before conducting business with them.

Henry is the Head of Sanctions and International AML for Tencent, a leading multinational technology conglomerate with business focuses on AI, Fintech, Cloud, interactive entertainment, and social media. In his current role, Henry is responsible for the design and management of the Tencent Sanctions program as well as the management of the international Financial Crime Compliance teams across the Group’s global footprint.
Prior to joining Tencent, Henry was the Head of Anti Money Laundering for HSBC Hong Kong, responsible for the bank’s AML policy, transaction monitoring controls, remediation of AML issues, engagement with regulators, and financial crime compliance related trainings. Henry holds a Master of Business Administration from the University of California Los Angeles and a Bachelor of Commerce from the University of British Columbia.

Douglas Wolfson is Director, Financial Crime Compliance for LexisNexis Risk Solutions in Asia. Headquartered out of Hong Kong, Douglas drives the strategy and product development of the leading risk tools used by the biggest banks in the world that help to mitigate financial crime compliance issues.
Douglas has 20 years of financial services, risk management and international business experience. His deep experience includes leading risk management departments at the world’s most recognizable financial institutions.
He received a Bachelor of Arts degree in International relations from Colgate University. He also is the co-founder and organizing committee member of the Blue Tie Ball in Hong Kong, an event created to raise awareness about and reduce the stigma around mental illness.
